PABLO — VAT refund for travellers residing outside the EU
TL;DR — If you reside outside the European Union and you make a qualifying purchase in our physical shop in Cambes, France (or pick up an online order in-store), you can recover the French VAT (20%) paid on your purchase via the official French PABLO procedure when you leave the EU territory. This page explains who qualifies, what conditions apply, how Proteushop issues the export voucher (« bordereau de vente à l’exportation » — BVE), the strict legal deadlines, and the common pitfalls to avoid.
1. What is PABLO?
PABLO stands for Programme d’Apurement des Bordereaux par Lecture Optique. It is the official electronic system operated by the French customs (« Douanes françaises ») that allows travellers residing outside the European Union to claim back the French VAT (20%) paid on goods purchased in France and personally exported in their luggage when leaving the EU.
In practice, the procedure is the following:
- The traveller pays the full price including French VAT at the time of purchase
- The merchant (Proteushop) issues a « Bordereau de Vente à l’Exportation » (BVE — export sale voucher), printed with a unique PABLO barcode
- When leaving the EU, the traveller validates the voucher at the PABLO terminal in the airport / port / border (or has it stamped manually by a customs officer for certain countries)
- Once validated, the merchant is notified electronically and refunds the VAT to the traveller (by bank transfer, credit on the card used at the time of purchase, or other agreed method)
2. Who qualifies?
You are eligible to use PABLO if all the following conditions are met:
- You reside outside the European Union (tax residence, not nationality — proof: passport + boarding pass or similar at the moment of customs validation)
- You are at least 16 years old at the time of purchase
- You are physically present in France at the moment of the purchase (the procedure does not apply to remote / online orders shipped directly outside the EU — those follow the standard export VAT exemption procedure, not PABLO)
- You plan to personally take the goods out of the EU territory in your luggage within the legal deadline (see Section 4 below)
You are NOT eligible if:
- You are a French or EU resident (even if you happen to be travelling)
- You are a student, a diplomat or a worker permanently resident in France (a permanent residence card disqualifies you)
- You buy on behalf of a French or EU-based business
- The goods are shipped directly by Proteushop to a non-EU country (this is a direct export, separate procedure — no PABLO needed because the sale is already VAT-exempt at source)
- You do not personally carry the goods out of the EU (e.g. you send them by post afterwards — not eligible)
3. Minimum purchase amount
The minimum purchase amount eligible for PABLO is €100 (one hundred euros) including French VAT, per day and per shop, since 2021. Purchases below this threshold cannot be refunded via PABLO.
This threshold applies per calendar day and per merchant — so if you make several purchases at Proteushop on the same day for a total of €100 or more, all eligible purchases of that day can be grouped on a single voucher.
4. Legal deadlines — strict and non-negotiable
Two critical deadlines apply:
4.1 Exit from the EU within 3 months
You must physically leave the EU territory before the end of the 3rd month following the month of purchase. Example: a purchase made on 12 March must be exported and the voucher validated before 30 June of the same year. After this date, the voucher is permanently invalid and the VAT cannot be refunded.
4.2 Validation at the EU exit point
The voucher must be validated by the customs authority of the last EU country crossed before leaving the EU. For most non-EU travellers leaving via France, this is done at one of the PABLO self-service kiosks found in major French airports (CDG, Orly, Nice, Marseille, Lyon, Toulouse, Bordeaux, etc.), seaports, and certain land border crossings.
If you leave the EU via another Member State (e.g. you transit through Frankfurt or Amsterdam after buying in France), validation is done at the customs counter of that final EU exit point — manual stamping by a customs officer.
No validation = no refund. This is the most common reason for failed refunds : travellers forget to validate the voucher at the airport.
5. How Proteushop issues the PABLO voucher
5.1 Standard case — in-store purchase
At the moment of payment in our shop, please inform the cashier that you wish to benefit from PABLO and present a valid non-EU passport. We will:
- Confirm your eligibility (passport check)
- Confirm the purchase amount meets the €100 threshold
- Process the payment with French VAT included (20%)
- Print on the spot a « Bordereau de Vente à l’Exportation » with a unique PABLO barcode
- Hand the voucher to you with your purchase
The voucher must be kept carefully and presented at the EU exit point, together with the goods and your travel documents.
5.2 Retroactive issuance — if you forgot to ask
If you have already paid in-store and left the shop without asking for the PABLO voucher, we can still issue it retroactively as long as:
- You have not yet left the EU
- You are still within the 3-month deadline
- The original transaction is still in our system and the VAT was actually collected at the time of purchase
In that case, please contact us as soon as possible at [[email protected] — to confirm] with your name, the date of purchase and the receipt reference. We will issue the voucher and send it to you by email or by post.
5.3 Special case — online order with in-store pickup (« Click & Collect »)
If you placed an online order and selected « in-store pickup », the legal situation is the same as a standard in-store purchase: you must be charged French VAT, then claim it back via PABLO at the EU exit.
Please tell us at the time of pickup that you wish to benefit from PABLO, and we will issue the voucher on the spot.
5.4 What we CANNOT do
We cannot apply PABLO retroactively if:
- The transaction was processed without VAT in the first place (for example due to a checkout software error). In that case, the only way to regularize is for the customer to first pay the missing VAT, after which PABLO becomes possible (see Section 7 below)
- More than 3 months have elapsed since the purchase
- You are an EU resident (no exception possible)
6. Refund procedure once the voucher is validated
Once you have validated the voucher at the EU exit point (electronically via PABLO kiosk, or manually with a customs stamp), the validation is automatically transmitted to Proteushop within a few hours (for electronic validation) or days (for manual stamping).
Upon receipt of the validation, we will refund the VAT amount within 5 to 10 business days via:
- Credit on the card used at the time of the original purchase (default), or
- Bank transfer to a bank account you provide, or
- Credit on your Proteushop customer account for use on a future purchase (if you prefer)
The refund amount is the full French VAT paid (20% of the net amount), minus a small administrative fee retained by Proteushop to cover the PABLO processing costs (typically a few euros per voucher).
7. Common pitfalls and how to avoid them
7.1 « I forgot to ask for the PABLO voucher at the shop »
If you are still in the EU and within 3 months : contact us, we issue retroactively (see Section 5.2). If you have already left the EU : unfortunately, no refund possible.
7.2 « I forgot to validate the voucher at the airport »
If you are still in the EU and within 3 months : you can re-attempt at any EU exit point. If you have already left the EU : unfortunately, no refund possible. The validation must be made at the moment of crossing the EU border, not after.
7.3 « The shop charged me without VAT to begin with — can I still use PABLO? »
No, this is impossible. PABLO is a refund procedure, which requires the VAT to have been paid in the first place. If the original sale was processed without VAT due to a checkout error (this can happen in B2B contexts where the buyer enters an EU VAT number even though the goods are picked up in-store), the only way to regularize and then benefit from PABLO is to:
- Pay the missing VAT to Proteushop (via a complementary invoice and payment link)
- Then receive a regularised invoice with VAT and a PABLO voucher
- Then validate the voucher at the EU exit and obtain the refund
If you do not regularise the missing VAT, Proteushop is legally obliged to report the sale to the French tax authorities as a non-compliant transaction.
7.4 « I want to ship the goods home instead of carrying them »
PABLO requires personal physical carriage of the goods out of the EU. If you wish to ship the goods, this is a direct export sale — a different procedure where Proteushop issues a VAT-exempt invoice at source (no VAT collected, no PABLO needed). You cannot mix the two.
7.5 « I am leaving the EU by land — does PABLO work? »
Yes, at certain land border crossings equipped with PABLO kiosks or a customs counter. Major equipped crossings include the Swiss border (Bardonnex, Saint-Julien-en-Genevois, etc.), the UK border (Eurotunnel terminal in Calais, ferry terminals), and some Andorran / Monégasque crossings. Check before traveling.
8. FAQ
Can I claim PABLO for goods I am buying as a gift for someone outside the EU?
Yes, provided you personally export the goods in your luggage. The recipient does not need to be the one carrying them.
My passport says I am French but I have lived in Australia for 10 years — am I eligible?
Tax residence is what matters, not nationality. You need to prove your residence outside the EU (residence card, long-term visa, utility bills + sworn declaration depending on the situation). A French passport alone does not disqualify you, but you must be able to demonstrate non-EU residence at the customs validation point.
How much VAT do I actually get back?
You get back the French VAT collected (20%) minus the administrative fee retained by Proteushop. For a €1,000 purchase including VAT (€833 net + €167 VAT), you would receive approximately €157 back after the admin fee (figures indicative).
Can my employer claim PABLO if they buy through me?
No, PABLO is reserved to natural persons travelling out of the EU with the goods in their personal luggage. A B2B purchase for company use goes through a different procedure (export sale or intra-community sale).
Is PABLO available for Monaco-resident travellers?
Monaco is inside the French VAT territory for VAT purposes (special agreement). Monégasque residents are therefore treated as French residents and are not eligible for PABLO.
What about Andorra, Switzerland, Liechtenstein, Norway, UK?
All these countries are outside the EU VAT territory for PABLO purposes. Residents of these countries are eligible if they meet the other conditions.
What if customs refuse to validate my voucher at the airport?
If you are denied validation despite meeting all conditions, insist on a written justification and contact us as soon as possible. We can sometimes obtain a posteriori validation in justified cases (mistaken customs refusal), but only if the request is made within a short timeframe and with full documentation.
